The Government of Haiti was devastated by the loss of an estimated 18 percent of its workforce, more than 95 percent of its Ministry buildings, and decades of records.  USAID is working to rebuild and reform the public administration and improve local and national government management of resources and basic service delivery.  We are supporting the legislature to enable it to represent constituents, oversee national reconstruction efforts, and draft and enact reform laws. 

USAID programs also work to protect children, women, and youth who are victims or at risk of abuse.  With the cooperation of the Government of Haiti, USAID programs will support the judicial system by expanding access to justice and improving court operations in a country where 75 percent of inmates have not been tried in court.

GOVERNANCE & RULE OF LAW

  • LOKAL (Support to Local Government and Decentralization):  Increase local government capacity, improve local public service delivery, develop local government’s expertise in planning and management.

  • PROJUSTICE: Rule of Law and Justice System Improvement:  Promote efficient and fair judicial system a key element in establishing stability and security, enabling economic development, and improving citizen confidence in government institutions.

  • Jurimedia – Grassroots Observatory of Local Democracy (GOLD):  Assess level of participation of civil society in local government; develop a system of accountability; build citizens’ capacity for self-advocacy and ability to monitor local government; raise awareness of human rights, good governance, and disaster preparedness for North Department.

  • LFFH (Haiti’s Chapter of Transparency International):  Improve access to information; build coalitions; provide tools, training, incentives to combat corruption and foster progress and stability.

  • UNDP Election Support Project:  Assist with organization and conduct of 2010/2011 presidential and legislative elections in a manner that enhanced credibility of election process and legitimacy of those elected.

  • Parliamentary Strengthening Program for Haiti:  Provide technical assistance to Haiti’s Parliament in order to further develop its capacity to conduct the business of the Haitian people in a transparent, accountable, and professional manner, which is sustainable after the completion of project activities.
